Fines will be a turn off for drivers

Motorists in Oxford will be hit with £40 fines - and could face court action - if they leave their engine running unnecessarily for just a matter of minutes.

In a bid to tackle the city's air pollution problem, city council enforcers have been briefed to clamp down on drivers who leave their engines idling.

The Town Hall has been equipped with powers to fine motorists for engine idling since 2002 - but enforcement in Oxford will now start on April 28.

Drivers of vehicles caught idling - even environmentally-friendly hybrid cars - will be asked to turn off their engines.

If they refuse, they will be handed a fixed penalty notice.

It is hoped this get-tough approach will slash nitrogen dioxide levels in the city centre, which in some streets are more than double the Government's air quality standard of 40mg per cubic metre.

But last night, the news was branded "unreasonable" by city cabbies.

Alan Woodward, secretary of the Oxford Licenced Taxi Cab Association, said: "Cab drivers in their 60s and 70s can't sit in a cab in sub-zero temperatures without any heating on and we're not allowed to leave ours cabs unattended.

"We are all for reducing emissions and, with the price of fuel these days nobody wants to sit with their engine on, but we will fight any fine that seems unreasonable.

"I'm severely disappointed the council has decided to push this through without consulting the people affected.

"It would be nice if one of the councillors who makes these decisions would come and sit in a taxi for half an hour without the heating on - I bet they wouldn't sit in Town Hall with no heating."

The Oxford Mail understands a one-minute idling time limit is being looked at as a rough guideline for enforcement.

Those caught in Oxford's traffic jams will not be fined.

Oxford buses already switch off their engines if they expect to wait longer than 60 seconds.

The crackdown will be policed by the city council's two current enforcement officers who already patrol the streets in search of people who litter.

However, environmental health bosses eventually want more manpower to deal with the city's burgeoning pollution problem.

Public health officer Ian Wright said: "Oxford City Council is committed to improving air quality in Oxford.

"The regulations apply to the whole of the city, but the city centre is the priority area. The main aim isn't to fine people or for income generation, it's about improving the air.

"We would like more resources to carry this out, but it's a question of where the money is going to come from.

"A minute time period is one of the things that will be taken into account along with a range of other factors, we don't want to ask people to switch their engine off and on when it is worse for the environment."

Oxford Buses DO NOT turn thier engines off,the are the biggest culprits. I've seen them in Queen Street for over 5 minutes with the engine running, and what are taxi drivers supposed to do on a cold winters moring, freeze to death, and then the pasengers moan that its to cold in the cab!

There will be something in the H&S Legislation to cover the minimum working temperature allowed, lets face it if you interpret it in the right way it covers everything that man gets invovled with!!!

An idea that just hasn't been thought though. Are we going to see signs posted around the city centre warning motorists that they are entering this 'engine off zone'?

The Driver and the Environment. You MUST NOT leave a parked vehicle unattended with the engine running or leave a vehicle engine running unnecessarily while that vehicle is stationary on a public road. Generally, if the vehicle is stationary and is likely to remain so for more than a couple of minutes, you should apply the parking brake and switch off the engine to reduce emissions and noise pollution. However it is permissible to leave the engine running if the vehicle is stationary in traffic or for diagnosing faults.


I'm sure that's been in there since long before 2002 - I'm sure I read it when I took my test in 1984. But then so is "don't use your fog lights when vehicles behind you can see you without them" but that's observed more in the breach than the observance too.

Surely the cabbies are exaggerating about teh temperatures? If I've had the heating on in my car, which isn't anything flash or special, the car stays warm for quite a while once I've turned the engine off anyway.

Mary..do you owrk for the council to bring in this daft scheme?? Sometimes the cabbies can be sat waiting for a job for over half hour, you try sitting in your car in freezing conditions for that long. Also customers are in and out of the cab quite a bit when its busy, letting warm air escape.

Anon, I have to agree with you. I'm Oxford born and bred and I really hate what's happening to my city.

The councillors and council are to blame, but since we stupidly elected them time and again, we're also responsible.

So, next local election, we get a new set of non-party councillors who love our city and want to see it and it's population flourish.

Less buses = less pollution. It's really simple.

If the cabs are sitting idle for long periods, it would be better to use a "parking heater" rather than running the engine to keep warm.

Disillusioned: Don't spoil your paper. That does nothing. Vote for a candidate who is not from a party and is standing for the benefit of Oxford, not for their bank balance or ego.

If there is no-one suitable, then consider standing yourself. It's the only way we're going to change this crazy state of affairs locally and nationally.

Stu: A small taxi engine creates far less pollution than a bus engine, so why don't we stop those empty buses coming through town first? Maybe also use the new (free) P&R facilities to run London buses from there.

These are far bigger polluters than a 2 litre taxi engine....

Surely the most pollution (other than buses) is caused by sitting in traffic - but your not going to be fined when sat in traffic!?!?! That does not make any sense. Maybe try clearing some of the traffic problems before bringing in ludicrous things like this!!!

They can get rid of traffic lights at Frideswides Square and many other places to ease congestion.

OCC's traffic light department are working overtime to snarl the city's roads...

This is a great idea now all we need to do is tell the planes that fly over Oxford to turn their engines off if in use for over 60 seconds. I'll be standing there with my stopwatch making sure everyone does this.

So basically what they are saying is if you are sat in your car waiting to pick up someone or while someone pops into a shop you should turn your engine off. I can only hope for the sake of the human race that it is only Oxford where people don't have the commonsense to do this anyway. I can't believe you have to be told to it and that it might be necessary to have enforcement to make people comply. Most of the people here seem to be posting messages about what (I presume) the vast majority of the population just consider to be a perfectly normal action.

The cabbies are pulling our legs - unless the car has just been started up for the first time on a frosty morning, it'll keep warm for 30-40 minutes at least.
For 'cold' they should try ploughing with an open-backed tractor in January.

maybe some of the cab drivers could get a bit warmer by walking to peoples front doors and ringing the doorbell (rather than sitting outside and tooting their horns)and offering assistance with baggage. this would help with circulation problems caused by sitting for long periods.

How about the council actually doing something positive and properly sorting out the transport infrastructure instead of indulging in these foolish publicity stunts? I've never seen so much congestion caused by so little traffic, actually doing something about that would make a much bigger difference. Unfortunately it would involve somebody getting their brain into gear...

Anyway, some of us, even with party raincoats on (in my case Lib Dem yellow) are standing out of a sense of wanting to serve the city and its citizens and not our bank balances. Indeed I hope I win as my councillors allowance if I'm successful will for the forseeable future be going towards paying the interest on a loan on a piece of land Oxfordshire Community Land Trust have just bought to pilot a new way of developing affordable housing (oclt dot org dot uk).

i think you will find that the emissions from the oxford bus company buses are actually cleaner that what goes in, especially the newer buses. stagecoach on the other hand, do belch out smoke, as is clearly evident when you follow them. obc have the most environmently freindly fleet in the country. all their fleet registered since 2006 conform to euro 5 standards for all emissions. to check what these are, look at their website and follow the directions to the clean air part of the site.

Anon: Do you work for OBC?

That "we're so green, sniff my exhaust" nonsense on OBC buses is just false. Having looked at their website, they still pump around 150 TONNES of the stuff into the air.

But you are right about Stagecoach. They should be ashamed of themselves.

The fact is, there ARE TOO MANY buses in Oxford - end of story.

Mary-go and sit in a cab for 30 minutes whilst a taxi driver is waiting for a fair (in the snow/rain/freezing weather. THEN tell us that we are exhaggerating. Customers moan when cabs are too cold. Don't comment on something you know nothing about please. As for this, I bet nobody thought about the extra emmissions from the engine being under load charging the alternator inbetween switching on/off all the time. Clearly a rule set by some pen pusher being driven around in his Bently GT, If all the taxi's went on strike bacause of this people would soon moan. Mind you-they'll probably all be off in the winter anyway due to catching hypothermia..

And yes.. I AM A TAXI DRIVER!

Are the police exempt from this fine? I know the enforcement begins on April 28th, however, there has been a police range rover parked on Turl St. with the engine running for over one hour.

You really have no idea. I have on many occasions worn a scarf, 2 x jumpers & a coat in the cab-purely because (even though we don't have to) I get out to help people with they're luggage (mainly for me-not to help the lazy person who think's it our "job" but mainly because I get annoyed with people scuffing MY CAR with it as they just throw it in!
We're living in the real world here! We don't like leaving our engines running any more than we have to-it costs us money (and with petrol/diesel prices as they are thats loosing us alot) but get real.. I'm sure you'd moan if your air conditioning was removed from your office at work due to it being Environmentlly damaging... Or if your heating blew at work and you have to sit there in your jacket/scarf/gloves.

Very narrow minded people like to comment they actually haven't a clue about.

Just recently I went to work and the weather was gorgeous, but by midnight (when all the pen pushers are either in bed or on the way home from a work-funded do, getting into out nice warm taxi's that you pay for remember) the temperature wen't sub zero. I was caught without a coat/jumper and froze most of the night. Customers opening and closing doors looses most of the heat in a car.

It amazes me just how hypocritical some of you are.

Probably, they are exempt from most laws (unofficially of course)

This is merely another classic example of 'being seen to be doing something'.

Ultimately, it is ALWAYS the fault of the man/woman in the street.

Silly little dictates like this conveniently attention away from the fact that there is very little anyone can do to ensure clean air in towns and cities.

They'll be blaming the smokers for it next.

Ok,what the hell is this country coming to!!we pay tax on our car then pay road tax and then tax on our petrol and then more money on toll roads etc.

It seems as though they did not even think properly about it i mean it uses more fuel to turn off and on than it does to leave it idling why come up with such a pointless law its just stupid, we pay enough bloody money so i think its our own privelage to be able to sit in car with the heating on

Considering cars are basically banned from the high street I'm taking it the council accepts its the buses that cause all the pollution in the town centre and so will be doing something to cut their numbers?
