Scammer cons disabled man

Matthew Winters has cerebral palsy, is confined to a wheelchair and lives alone.

But that did not stop a conman walking into his home, befriending him and taking his bank card.

Mr Winters, 25, has created this e-fit which he hopes will help catch the burglar. He said: "I hope this man gets what is coming to him, to be honest."

Mr Winters was at home in sheltered accommodation in Oxford city centre, when a man knocked on the door and called through the letter box claiming he had come to visit his 'Uncle Stevie', and persuaded Mr Winters to let him in as it was raining.

After befriending Mr Winters and earning his trust by saying his uncle was also disabled, the man offered to sell him some comedy DVDs. He then pretended to order them over the telephone.

Mr Winters handed over his bank card and Pin code in order for the man to go and pay for the films.

But he never returned and was later caught on CCTV at Oxford railway station withdrawing £200 in cash - half of Mr Winter's monthly benefits.

Police said they were desperate to catch the man, who called himself Thomas Foster, before any more vulnerable people fell victim.

Mr Winters said: "About 15 or 30 minutes after he went I started to suspect something was up. But he made me think he was coming back.

"I thought he was believable. He knew what to say in regards to disabled people and I cannot believe he would do this to a disabled person like myself.

"He took advantage of me, but the one thing I have in my favour is I've got the memory to remember exactly what he said, what he was wearing and what happened.

"He's not a nice man. I hope my e-fit works."

The theft happened sometime between 4.15pm and 5pm on July 7. Since then, as well as compiling the e-fit, police have been trawling through CCTV footage.

City centre Pc Paul Phillips said: "This is probably one of the worst types of crime you can deal with.

"This man has clearly taken advantage of a vulnerable person after befriending him.

"We would all like to catch up with this individual and are appealing for everyone to have a good look at the e-fit.

"It is very sad in society when someone like this offender has taken advantage of a nice guy like Matthew. He doesn't deserve to be treated by anyone in this way."

The conman was described as white, aged between 30 and 40, with balding or thinning fair cropped hair.

Hilarious isn't it Errol, i'd love to see how funny it was if it was you that was conned or a member of your family. im all for having a laugh on these pages but this is hardly something to laugh about is it.

Ummm.......isn't EVERYONE entitled to be protected against this crime? Isn't that the job of the Police? or is it only disabled ethnic single parent lesbian asylum seekers?

where does it say he kept his pin next to his card? who is suggesting everyone isn't entitled to protection against crime? what sort of society would not be shocked by criminals who prey on its most vulnerable members? have you ever met someone with cerebal palsy?

where does it say he kept his pin next to his card? who is suggesting everyone isn't entitled to protection against crime? what sort of society would not be shocked by criminals who prey on its most vulnerable members? have you ever met someone with cerebal palsy?
errr.....you need a pin number to get cash out of an ATM.......so it was either 1234, pure luck or the number was with the cards...right?

Yes it is true that this is horrible and would be for ANYONE but he gave his card and his pin number and he wasn't forced into it by all accounts. i would never give anyone my card willingly and especially not along with the pin number to someone i had just met, he might as well have said here have my money!!!!!

You are joking right. Police should get there priorities in order, there are more crimes out there that are far worse than being conned.
Murder, Rape, Kidnapping etc do i need to say anymore.

Emma and Anna, do you have any concept of what Cerebral palsy is??? Matt has lived a life of 24 hr care his entire life, I should know he is my brother!

He arguably has a mental age much lower than 25 and has NO reason to mis-trust anyone (until now).
That is what makes this crime so dispicable so pay attention!
Worse than rape/murder? of course not, but definitely the worst kind of CON crime for sure.

To anyone else making fun, I'd be happy to meet with you next time I am in Oxford and we can see how funny it is then.

Anybody who thinks that this is funny or acceptable to make fun of is clearly sick in the head.
I would challenge any able-bodied person, to be restricted to a wheelchair, not be able to get around or drive or stroll up the road to the shop. I bet you wouldnt last even a day without getting frustrated.
I happen to think this man is very brave, even just living everyday life restricted like he is.
As for the evil man that conned him, well he is quite obviously a coward to target someone who is unable to defend themself.
It reminds you what a twisted world we live in.

Why do all comments on these pages end in dispute not debate, surely we can all agree that a victim is never to blame it is always the perpetrator, regardless of the circumstances.

What you have to realise is that these people do not pick on the average person they go for the vunrable knowing they can easily coax them into giving what they need by deception which they excel at. They are scum.. and need to be caught by joe public so as they can be dealt with in a just(cough) manner.

I am stunned at the juvenile nature of the comments on this page! A vulnerable adult is taken advantage of and most of you choose to make fun of this poor chap's situation. I wonder how funny this situation would be if it was your relative? Instant Karma my friends...I would watch yourselves!

not immature, a statement of fact actually. and far from making fun of the poor man, i am attacking yr argument that the crime is made no worse by the fact he is disabled. i think it is.

Oxford is full of unhappy perverted minded idiots who love to come on here and say nasty things.

Matthew clearly trusted this person,it is not his fault for believing in humanity.Good on him i say.
